In February 2003, RECL started the base building phase at 1600 Star Top Road, a 21,925m² build to suit lease project for PWGSC. RECL, acted as the Project and Construction Manager for a consortium of Owners. Creative sequencing and phasing allowed the construction of the base building to be completed in only 11 months. Following the completion of the base building, the tenant fit up for the Department of National Defense (DND) commenced in November 2003 and was completed on time and within budget in July 2004. This fit up included meeting and office space, command centre, fitness facility, and various secure areas. Following the completion of the main fit up, DND initiated the fit up of a cafeteria complete with kitchen facilities. The fit up commenced in August 2004 and was completed in October 2004.
