In 1999, Cognos Inc. retained RECL as the Project and Construction Manager for the expansion of its World Headquarters in Ottawa.

The project consisted of a new 16,723m², ten storey, curtainwall clad office building, with a two storey atrium connected to the existing 7,432m², six storey office building. A bridge connection was constructed between the buildings at the 6th floor. The existing building was renovated in a second phase, following occupancy of the new building. The facility includes office space, labs, a cafeteria, a conference centre, and fitness centre. The site work associated with this project included a re-development of the parking area, and the construction of a four level, 765 car concrete parking garage.
